Advocate for Justice

I’m Eddie Pugh, a retired U.S. Air Force Technical Sergeant, combat veteran, and advocate for justice with a BA in Psychology from American Military University. My journey into activism began with my lived experience inside Rise Discipleship Homes in Abilene, Texas, operated by “Pastor” Rey Sandoval. While there, I was brainwashed to idolize Rey Sandoval, taught never to question his leadership, and ingrained to obey without hesitation. It was a manipulative and controlling environment that left deep psychological scars, and it opened my eyes to the dangers these unlicensed faith-based homes pose.

 

Tragically, the dangers I witnessed became reality with the murder of Matthew Fouse, a resident of these homes, highlighting the deadly consequences of unregulated and abusive operations. I saw first-hand the neglect, coercion, and exploitation of vulnerable individuals. Residents were forced to fundraise, work without proper oversight, and endure unsafe conditions—all under the guise of faith. These abuses fueled my determination to take action.

I spoke out at city council meetings, demanding accountability. I told the council:

“These homes are not about recovery. They’re about exploitation — using God as a cover to make money off broken people.”

 

My activism led to a wrongful arrest and ankle monitor when I protested outside the home of Abilene City Manager Robert Hanna, alleging corruption and complicity in allowing these homes to operate unchecked. After a three-day trial, I was found not guilty, and the City of Abilene paid a settlement for violating my rights. Even in the face of intimidation and attempts to silence me, I remained steadfast in my mission.

I launched a petition calling for a full investigation into Rey Sandoval, gathering over 1,000 signatures, urging the authorities to take the matter seriously. My allegations against Rey include rape, abuse, coercion, fraud, criminal enterprise, extreme discipline, human trafficking of adults and minors for forced labor through coercion and psychological manipulation, and endangering the lives of residents. I continue to demand transparency, oversight, and justice for those who have suffered under his control.

To prevent future tragedies, I am proposing legislation that requires state oversight of unlicensed faith-based halfway homes.

 

My proposals include:

  • Mandatory annual operating permits

  • Third-party inspections and safety checks

  • Transparent financial reporting

  • The unlicensed facilities are required to pay for mandatory post-program surveys. 

  • Separation of church and home operations to ensure funds are used solely for resident care

 

Ultimately, my goal is to bring Rise Church "Pastor" Rey Sandoval to justice, protect vulnerable individuals, and ensure that faith-based programs operate with integrity in the State of Texas. I am committed to fighting corruption, advocating for legislation, and using my voice to defend those who cannot defend themselves. Together with my supporters, we are exposing evil, demanding accountability, and pushing for meaningful change that saves lives.
